State and territory ministers will discuss potential changes to the government's signature National Energy Guarantee at a meeting in Melbourne. There are salient changes some ministers want to be made to the proposed energy policy, including increasing the 26 per cent emissions reduction target that would be legislated for the electricity sector. The target has been labelled by some as weak and unambitious as it falls at the lower end of Australia's Paris Agreement commitment - which is a 26-28 per cent reduction of 2005 level emissions by 2030.
