New Pro-Life Bill Would Ban Abortion Pills Nationwide
For many years, abortion in America mostly happened inside clinics. But that’s no longer the case.
Today, a major shift has taken place: Abortion pills are now the most common way babies are killed in the United States. In fact, they make up more than half of all abortions each year. And unlike before, these pills can now be sent through the mail, often without an in-person doctor visit.
That’s a huge change from how things used to work.
Recently, Missouri Senator Josh Hawley introduced a new bill, the Safeguarding Women from Chemical Abortion Act, that aims to push back on this shift. His proposal would ban abortion pills nationwide and allow women to sue the companies that make them if they are harmed.

Senator Hawley spoke about his bill at a press conference, stressing the growing threat of abortion pills to women. “The science is clear: the abortion drug is inherently dangerous to women and prone to abuse. Yet major companies like Danco Laboratories are making billions off it,” said Senator Hawley. “That’s why I am introducing new legislation to ban the use of mifepristone for abortion and empower women to sue its manufacturers. Congress must act now to protect the health and safety of women.”
Abortion pills now account for over half of the one million abortions that abortionists perform in the United States each year, making them one of the greatest threats to human Life in America.
Chemical abortions have driven national abortion numbers even higher than they were under Roe v. Wade. If Congress passes Senator Hawley’s bill, it will save countless preborn babies and protect mothers from exploitation by the abortion industry.
Right now, the Food and Drug Administration (FDA) allows abortion pills to be mailed to women in any state—even in places like Texas where there are strong Pro-Life laws. These pills can be sent without the woman ever seeing a doctor in person… At any stage of pregnancy.
Between 2023 and 2024, the Society for Family Planning estimated that 35,810 abortion pills were mailed into Texas from outside sources, going against Texas law. Because abortion organizations operate very privately, these numbers can’t be fully verified—but they still show that this is happening on a large scale. This tragedy calls for stronger national protections.
Abortion activists also encourage women to stockpile abortion pills “just in case” they become pregnant. This dangerous advice ignores the increased risk of complications when women take these drugs without medical oversight. Once again, the abortion industry proves it prioritizes killing babies over safeguarding women.
When the FDA first approved mifepristone and misoprostol, the agency required in-person doctor visits before and after the regimen, along with a black box warning detailing severe health risks. The Obama and Biden administrations removed these basic protections.
Today, abortionists are not required to inform women of known dangers, nor do they bear liability for complications. Medical providers are not even required to report abortion related complications unless a woman dies. Abortion groups also advise women to conceal abortion complications by claiming a natural miscarriage, further hiding the true risks of these drugs.
The lack of medical oversight has created an opening for human traffickers, abusers, and other predators to obtain abortion pills and force them onto unwilling and unsuspecting mothers.
Despite ongoing liberal efforts to silence the reporting of abortion drug complications, an analysis of insurance claim data conducted by the Ethics and Public Policy Council (EPPC) discovered that at least 1 in 10 women required emergency room care within 45 days of taking abortion pills. Complications included infections, sepsis, and uncontrolled hemorrhaging. These statistics do not even account for the severe emotional trauma suffered by women, including post-traumatic stress disorder, suicidal ideation, and lifelong grief.
Senator Hawley’s Pro-Life bill seeks to end the evils committed by previous administrations that legalized mifepristone for killing babies and paved the way for its unrestricted distribution and abuse. If passed, the Safeguarding Women from Chemical Abortion Act would:
- Revoke FDA approval of mifepristone for abortion;
- Make it illegal to label and distribute mifepristone for the purpose of ending a pregnancy; and
- Create a legal mechanism for all women who have been harmed by these drugs to sue abortion pill manufacturers.
On March 25, the United States Senate started an official investigation into the companies that make abortion pills. They asked every company approved by the Food and Drug Administration (FDA) to turn over records showing they are following the rules. This investigation signals growing momentum behind Senator Hawley’s effort.
As this investigation picks up momentum in Washington, people across the country are urging their state leaders to act now and put stronger protections in place.
Texas Right to Life urges Pro-Life Texans to immediately contact Senators Ted Cruz and John Cornyn and call on them to sign on and fully support Senator Hawley’s bill.

Sample script for call:
Hi, my name is ____. I am asking Senator ____ to back Senator Hawley’s bill to ban chemical abortion pills (Safeguarding Women from Chemical Abortion Act). These drugs kill babies, endanger women, violate Texas law, and fuel the abortion industry’s abuse. I want the Senator to stand strong for Life and support this legislation.
Texas families can’t afford to wait while abortion pill distributors ignore the law and put women and children at risk. Now is the moment for Congress to stand firm, protect women, and defend every preborn baby!
