Kurultai deputies will be able to dismiss ministers

Tengrinews.kz — Deputies of Kazakhstan’s new Parliament — the Kurultai — may be granted the right to initiate reports from ministers and demand their dismissal if laws are not implemented.
This was announced by Senator Nurlan Beknazarov at the second meeting of the Constitutional Reform Commission.

“A separate constitutional provision establishes the rights of Kurultai deputies, provided they make up at least one third of the total number, to initiate hearings of reports by members of the Government on issues related to their activities. If laws are not implemented, and based on the results of these hearings, deputies may submit a proposal to dismiss a member of the Government from office,” Beknazarov said.

According to the senator, in such cases the final decision on dismissing a government official will be made by Kassym-Jomart Tokayev.
In addition, it is proposed that Kurultai deputies will have the authority to elect judges of the Supreme Court and dismiss them from office upon the President’s nomination.

“The constitutional norm allowing Mazhilis deputies to express a vote of no confidence in the Government by a majority vote is proposed to be transferred to the Kurultai. At the same time, the annual report of the Constitutional Court and the twice-yearly report of the Supreme Audit Chamber on budget execution are proposed to remain unchanged and fall under the jurisdiction of the Kurultai,” Beknazarov stated.

He added that failure by the Kurultai to approve these reports would be considered an expression of no confidence in the Government.
Earlier, it was reported that Kazakhstan’s new Parliament — the Kurultai — will review draft laws in three readings.
