Kazakhstan may fully or partially write off fines for citizens

Tengrinews.kz – As part of an administrative amnesty, Kazakhstan plans not only to release some citizens from liability but also to consider writing off fines. This was announced by Minister of Internal Affairs Yerzhan Sadenov at a government meeting.
Who will be affected by the amnesty
According to him, the amnesty will apply only to those who committed offenses that do not pose a threat to the safety of citizens and the state.

"It is expected that it will apply to individuals who committed certain criminal and administrative offenses that do not pose a threat to the safety of citizens and the state," Sadenov said.

Who will not be covered
The minister noted that the amnesty will not apply to several categories.

"It will not apply to individuals who committed serious crimes, including terrorism, extremism, and corruption, crimes against the sexual integrity of minors, torture, as well as repeat offenders and wanted persons," he noted.

Write-off of fines
In addition, the possibility of writing off fines is being considered as part of the administrative amnesty.

"It is planned to consider the issue of full or partial write-off of unpaid fines for individuals. The categories of such persons, the amounts, and the procedure for writing off fines will be thoroughly developed by the authorized body when preparing the draft law," the minister added.

At the same government meeting, Prime Minister Olzhas Bektenov set deadlines for preparing the administrative amnesty.

"Yesterday, in connection with the adoption of the new Constitution, the President initiated an amnesty for a number of offenses that do not pose a threat to the safety of citizens and the state.
I emphasize that administrative amnesty is being introduced for the first time in the history of our country. The Ministries of Internal Affairs and Justice, together with the General Prosecutor’s Office, are to submit detailed proposals on the mechanism for implementing the amnesty within two weeks," Bektenov instructed.

Amnesty in Kazakhstan
Earlier, President Kassym-Jomart Tokayev announced an administrative amnesty. The Head of State noted that it concerns offenses that do not pose a threat to the safety of citizens and the state.

"As you know, last year a criminal amnesty was carried out, and now we can conduct an additional amnesty for a number of criminal and administrative offenses that did not pose a threat to the safety of citizens and the state.
I would like to note that administrative amnesty will be the first in the history of our country. I ask Parliament to adopt the relevant law before the end of the current session," the President said.

The President emphasized that the new Constitution symbolizes a new stage of the country’s development and implies a reset of relations between the state and society.
