The accident occurred on the Eastern Bypass Road (VOAD) in Almaty. During the night, a 54-year-old man was riding an electric scooter along the left edge of the roadway. Preliminary data suggests he was traveling at approximately 90 kilometers per hour. At one point, the man began to overtake a vehicle traveling in the same direction but lost control and fell.
Footage from security cameras and dashcams captured the moment of the crash. The man sustained severe injuries.
Police and an ambulance crew arrived at the scene. Efforts to save the victim were unsuccessful, and he was pronounced dead at the scene.
"A pre-trial investigation has been launched into the incident. All circumstances of the tragedy are currently being established," the Almaty Police Department stated.

According to police data, 91 accidents involving electric scooters have been recorded in Almaty since the beginning of the year, resulting in 96 injuries. This incident marks the city's first electric scooter fatality this year.
Current Regulations for E-Scooters
New requirements for electric scooter users came into effect in Kazakhstan in 2026. Specifically, riders must be of legal age and hold a driver's license to use public roadways. Since August 25, Almaty has also prohibited the use of electric scooters on sidewalks and pedestrian paths.
Rental scooters are also subject to technical speed limits: up to 15 kilometers per hour on bike lanes, up to 10 kilometers per hour in other areas, and up to 6 kilometers per hour near schools and hospitals.
