Astana's paid parking lots have become state-owned – what this means
Paid Parking Lots Enter State Ownership
From On September 14, 2026, a state organization took over the management of the capital's paid parking spaces.
Astana Parking Space LLP was merged with the Road Traffic Management Center LLP, which is owned by the Astana Akimat. Consequently, the management of paid parking in the capital has today fully transitioned to the state, as reported to Tengrinews.kz by the city administration's press service.
New Parking Payment System
Following the transfer of parking lots to the Akimat's jurisdiction, the new UIMS Parking mobile application and web portal were launched for payments. The following details were clarified:
Benefits and passes will remain valid. All current benefits and previously issued parking passes have already been migrated to the new system. There is no need to resubmit documents.
Balances will be preserved. Remaining funds in user accounts have also been transferred to the new system.
"Standard payment channels and QR codes on information boards remain unchanged. Parking sessions for the current day can still be paid for until 23:59 on the same day," the statement said.
Previous Ownership and Reasons for the Takeover
The city's parking lots were previously managed by Astana Parking Space LLP, which was a privately held company.
The Mayor of the capital, Zhenis Kassymbek, announced the termination of the contract with the company back in February 2025.
"We see no further development and believe that resolving issues related to the increasing number of vehicles in the city and the occurrence of traffic jams is one of the key factors influencing the situation," he stated.
Later, Majilis deputy Bakytzhan Bazarbek noted that the paid parking system in Astana "does nothing, yet receives huge sums of money." At the same time, he pointed out that returning the parking lots to state ownership would not be easy.
In March 2025, Deputy Mayor Yersin Otebayev confirmed that the process of transferring paid parking to state control had begun. At that time, the Akimat stated that the parking system should fully transition to municipal ownership by the summer.
However, the transfer of the parking lots was only finalized a year later.
Company Profile and Legal Troubles
Astana Parking Space has been on the market for over 11 years. It now belongs to the Akimat. It was previously owned by Chingiz Dossybayev, who is currently listed on the Kompra.kz portal as the organization's primary executive.
According to Kompra.kz, the company paid 651 million tenge in taxes between 2016 and 2026. Its peak earnings occurred in 2026, with 197 million tenge paid in the first nine months alone.

Lawsuit No. 1
In 2024, the company was involved in legal proceedings regarding tax underpayment. According to court records, the company underreported corporate income tax on non-resident income for the period 2020–2022 by 18.5 million tenge.
The company disagreed with the tax audit results and appealed them. However, the court found the violation to be proven.
"The court regards the position of the representative of Astana Parking Space LLP as a defense strategy aimed at avoiding liability for the committed administrative offense," the court documents state.
Ultimately, Astana Parking Space LLP was fined 3.7 million tenge, representing 20 percent of the additional tax assessment.
"Hold Astana Parking Space Limited Liability Partnership administratively liable under Part 1 of Article 278 of the Code of the Republic of Kazakhstan on Administrative Offenses and impose an administrative penalty in the form of a fine amounting to 3,701,852 tenge," reads the document obtained by Tengri Auto.
Lawsuit No. 2
This was not the company's only such legal battle. In 2023, the court ordered the company to pay 31.8 million tenge to the budget. This was the amount prescribed following a violation identified during a state audit.
The audit revealed that the company understated revenues from paid parking and failed to transfer the city's share of income as required under the public-private partnership agreement.
The company contested the ruling and filed an appeal. However, the appellate court upheld the decision, leaving the 31.8 million tenge budget recovery in force.
The company has been involved in a total of 22 legal proceedings, serving as the defendant in half of those cases.

As a reminder, in Astana, mobile enforcement units have been deployed to patrol the city and identify illegally parked vehicles. Specially marked vehicles monitor no-parking zones; if the system detects a vehicle there, the data is recorded and sent to the police to issue a fine.
