Deputies from the Yelk and Tsarukyan blocs can not accept the fact that, contrary to their statements about the illegality of the voting on the bill on introducing changes and additions to the Judicial Code of Armenia, the ruling party considered the document adopted.
"What was going on the day before in the parliament was not a spit on the law, the ruling majority turned the Constitution into a rag by its actions," MP from the "Tsarukyan" bloc Naira Zohrabyan said from the rostrum of the parliament.
She also expressed dissatisfaction with the work of the government, which, she said, mocks the parliament, presenting a pile of the most important draft laws to the trial of deputies for 2-3 days, thus not thoroughly acquainting with them and expressing their position. "Block Tsarukyan" does not intend to reconcile with this situation, and we will not participate in the voting of the draft laws submitted by the government, "Zohrabyan said. The "Tsarukyan" faction left the courtroom demonstratively in protest.
In turn, representatives of the "Elk" bloc, one after another, again criticized the behavior of the leadership of the parliament and the ruling majority. In revenge to the ruling majority, the "Elk" faction, torpedoing the work of the parliament, took a twenty minute break during the discussion of each issue.
On the eve of the voting on the draft law on making changes to the Judicial Code, some technical malfunctions occurred, in particular, the device for voting of the Republican deputy Rustam Mahmudyan did not work, and MP Napoleon Azizyan voted "for" the document contrary to the will of the Tsarukyan block that he represents. The parliamentary opposition represented by the "Elk" bloc said that Azizyan voted by mistake, and Mahmudyan's voice can not be considered at all, since his technical device did not work. Consequently, according to the "Elk" bloc, the document did not pass, and it is necessary to conduct a second vote to finally clarify the position of Mahmudyan and Azizyan.
However, the leadership of the parliament found the arguments of the opposition unfounded and stated that the document was passed in accordance with the law. This caused a flurry of criticism from the "Elk" and "Tsarukyan" blocs, who said that the leadership of the parliament was repairing arbitrariness. As a sign of protest, deputies from the blocs left the parliament hall.
