ANC-PPA Bloc presented its view on development of Armenia
ArmInfo. The ANC-PPA Bloc presented
its program of development of Armenia where are written in details
the "realistic steps" for creation of an exemplary model of the
state, which serves to its people by providing security, freedom and
welfare.
The basis of this model, as is indicated in the first paragraph of
the program, on peace, harmony and good neighborly relations should
be based, in particular, the imperative to overcoming the blockade
and conflicts with its neighbors in the name of security of Armenia
and NKR. The establishment of peace will allow Armenia to become a
member of the regional programs, will help to attract investments,
create jobs and improve the country's economic activity. Present-day
Armenia, as stated in the second paragraph of the program called "The
state as a tool for development" inherent negative attitude to
business. "The interests of only a very narrow circle of affiliated
entities serves the state, the rest are deprived from these
fundamental rights, as the right to liberty, the right to property
and the legal protection of the individual.
"State for all", is noted in the 3rd paragraph of the program.
According to the authors, the success of reaching those countries
which serve the interests of all citizens, rather than the narrow
circle of officials. The state should be above all this and create a
comfortable, secure and equal conditions for all.
Armenia should become a state built on the rule of dignity, noted the
authors of the program. The head of that State must be intelligent
and respectable people with the necessary experience. Must prevail
principles of competition, transparency and publicity so that
everyone had a chance to take high positions in the state
administration system in the conditions of free competition.
To achieve the above-mentioned objectives, the ANC-PPA Bloc proposes
concrete steps in the spheres. In the areas of foreign policy and
security, the bloc calls for consistent steps for rapid
implementation of the program proposed by the OSCE Minsk Group in
2007 and adopted by the NKR authorities, in parallel ensuring the
return of the NKR to the negotiation table. It is also necessary to
normalize relations with Turkey, thus eliminating the creation of the
interstate commission, which may call into question the fact of the
Armenian Genocide.
In the areas of health and social welfare the Bloc offers to increase
the size of the average pension throughout the year to 55 thousand
drams, and over the next 5 years up to 40% of the average wage.
In order to ensure the principles of freedom and democracy, the
program's authors consider it necessary to identify and punish those
responsible for the March 1 events, holding fair elections, the
rejection of preferential voting and ensuring a return to the
presidential model of governance.
