Stratfor: Moscow`s flexibility to Karabakh issue promotes strengthening of military cooperation with Baku

"Particularly, Azerbaijan increased armaments purchasing from Russia,
and in November the two countries agreed on extending
military-technical cooperation. So, the political unsteadiness in the
region gives Russia opportunity to extend the influence to many
neighbor countries, especially when it comes to the cooperation in
security sphere", the statement reads.
Stratfor notes that Moscow works on strengthening of security
cooperation sphere with near abroad, particularly with Azerbaijan in
order to manage with the results of terrorist attack range recently
done in Russia. "Within that purpose, Nikolay Patrushev, the Russian
Security Council Secretary met Madat Guliyev, Azerbaijan State
Security Service Head on April 10, with other persons responsible for
the security", the statement reads.
The statement notes also that Azerbaijan traditionally keeps neutral
positions, including when it refers to security issues referring to
Russia. And for many years kept tense military cooperation with
Turkey.
