Steven Woolfe, a Ukip MEP who collapsed at the European Parliament in Strasbourg after a heated debate with party colleagues, said after medical tests that he had "no blood clot in the brain". "The only consequence at the moment is a bit of numbness on the left hand side of my face," he said in statement. MEP Mike Hookem, who reportedly hit Woolfe, was said to be on the run.

The 2015 Paris agreement to reduce carbon emissions and global warming will enter into force on 4 November. The double threshold of 55 ratifying countries representing 55 percent of global emissions was reached on Wednesday after the EU, Canada, Bolivia and Nepal joined in. Bulgaria will withdraw its 110-strong contingent deployed in Afghanistan if failed Afghan asylum seekers are not returned, prime minister Boyko Borissov said on Wednesday. People from Great Britain are continuing to apply for Irish passports in huge numbers. Some 7,518 applied in September, more than doubling last September's figure, Ireland's foreign ministry said on Wednesday. In the three full months since the Brexit vote on 23 June, 21,549 have applied, up from 10,959 last year. Anyone born in Ireland or Northern Ireland, or with parents or grandparents born in Ireland, is eligible.

German chancellor Angela Merkel has warned against allowing exceptions to the EU’s principle of linking access to the single market to free movement of people. British prime minister Theresa May said she wanted maximum market access while retaining total control over immigration after Brexit. But Merkel told German business leaders any exceptions "would create an extremely difficult situation” and represent "a systemic challenge for the entire European Union".
