It was Tony Blair who came up with the idea of printing five pledges on a card which we were invited to put in our pockets and to which we could hold New Labour, should it go on to win the 1997 election. Perhaps inspired by that, Rishi Sunak issued his own list of promises in a speech on Wednesday, which he hopes will win back Conservative voters.
