U.S. companies would no longer be able to bar employees from taking jobs with competitors under a rule approved by a federal agency, though the rule is sure to be challenged in court. The Federal Trade Commission voted to ban measures known as noncompete agreements, which bar workers from jumping to or starting competing companies for a prescribed period of time. Armenia and Azerbaijan have come a step closer toward normalizing relations after a bitter conflict over territory. Experts in both countries are working to demarcate their boundaries and the first border marker has been placed. The two nations are working toward a peace treaty after Azerbaijan regained full control of the Karabakh province that had been under the control of ethnic Armenian forces since the 1990s. Azerbaijan's president says the countries “are close and maybe closer than ever before” to signing a peace agreement.

RALEIGH, N.C. (AP) — A federal judge has halted the enforcement of a North Carolina law that made it a serious crime for someone to vote while still on probation or parole for a felony conviction when they had simply violated the voting law by mistake.

Police say a 10-year-old boy awoke to find his parents and three brothers shot to death in their southwest Oklahoma City home. Police said Tuesday that the father fatally shot three of his sons, including two children, and his wife, then himself. Police Sgt. Gary Knight says officers found the five dead Monday morning after the fourth son called the police. Knight said Tuesday that 42-year-old Jonathan Candy is believed to have killed 39-year-old Lindsay Candy; 18-year-old Dylan Candy; 14-year-old Ethan Candy; and 12-year-old Lucas Candy. A federal judge says Georgia prison officials have flagrantly violated a court order to reform conditions for inmates in solitary confinement at a state prison south of Atlanta. The Special Management Unit of the Georgia Diagnostic and Classification Prison in Jackson houses some of the state’s most violent offenders. The Democratic governor in Kansas has vetoed proposed tax breaks for anti-abortion counseling centers while allowing restrictions on college diversity initiatives to become law without her signature. Gov. Laura Kelly announced a raft of actions Friday on bills approved by the Republican-controlled Legislature. Besides the abortion-related measure, she vetoed two elections bills arising in part from the influence of election-conspiracy promoters within the GOP. Spain has approved a plan aimed at making reparation and economic compensation for victims of sex abuse committed by people connected to the Catholic Church. It also announced the future celebration of a public act of recognition for the victims. Minister of the Presidency and Justice Félix Bolaños said Tuesday that the compensation would be financed by the church. A 66-year-old Michigan woman has been arraigned on second-degree murder and other charges after prosecutors say she drunkenly smashed her SUV into a boat club that was hosting a young boy's birthday party, killing him and his sister and injuring several other people. A judge says a legal challenge over the British government’s role in allowing weapons to be sent to Israel can be heard at the High Court later this year. BECKLEY, W.Va. (AP) — Remains believed to be that of a woman and her daughter who have not been seen in nearly 24 years were found at a southern West Virginia home on the same day that the girl's alleged killer died while imprisoned, state police said.

Criminal charges say that a Minnesota state senator told police she broke into her stepmother’s home because her stepmother refused to give her items of sentimental value from her late father, including his ashes. Four Aboriginal spears that were taken to England by Captain James Cook more than 250 years ago have been returned to Australia's Indigenous community at a ceremony in Cambridge University. The artifacts were all that remain of some 40 spears that Cook and botanist Joseph Banks took in April 1770, at the time of the first contact between Cook’s crew and the Indigenous people of Kamay, or Botany Bay. A Spanish judge has reopened a probe into the suspected spying on the cellphone of Spain’s prime minister after receiving a request to collaborate with a similar investigation in France.
