French officials say a man with a knife tried to attack police under the Arc de Triomphe in Paris, and an officer shot and wounded him. On Friday, the man targeted an officer securing a ceremony to re-light the eternal flame at the monument. Another officer fired and stopped him. Authorities say the attacker went to a hospital. Police say no officers or bystanders suffered injuries. The French counterterrorism prosecutor’s office opened an investigation and sent an investigator to the scene. California lawmakers are considering factory-built housing as a way to cut building costs and speed up construction to address a housing shortage. Virginia voters will get to cast ballots on a congressional redistricting plan that could help Democrats in this year's midterm elections. On Friday, the Virginia Supreme Court said an April 21 referendum can go forward while it considers a legal challenge to the redistricting plan. Wendy’s is closing several hundred U.S. restaurants and increasing its focus on value after a weaker-than-expected fourth quarter. Rio de Janeiro has kicked off Carnival celebrations as the mayor hands the city key to King Momo for a playful five-day reign. Momo “took charge” of the city on Friday until Wednesday.
