Nearly one in 10 infants worldwide, or 12.9 million, received no vaccinations in 2016, the World Health Organization (WHO) said Monday. Those infants missed the critical first dose of the triple vaccination against diphtheria, tetanus and pertussis, known as the DTP3 vaccination. Myanmar has no military ties with North Korea, a Myanmar official said on Monday, as a U.S. diplomat responsible for North Korea arrived for talks in which he was likely to seek assurances on efforts to isolate it. Roadside Explosion in Sinai Kills 4 Egyptian Policemen

Five Egyptian policemen were killed and six wounded on Monday by two roadside explosions in the restive Sinai Peninsula, security sources told Reuters. The five policemen were killed in the city of Arish, the capital of North Sinai province, when their armored vehicle drove past a roadside bomb, the sources said. Three others were wounded. Turkey Extends State of Emergency

The Turkish parliament voted Monday to extend a state of emergency by three months, nearly a year after it was implemented in the wake of a failed coup attempt. A statement from Prime Minister Binali Yildirim's office earlier Monday had asked parliament to extend the state of emergency, which was due to expire on Wednesday. About 250 people were killed and more than 2,000 others injured last year when a disgruntled army faction commandeered tanks and warplanes in a bid to overthrow President Recep Tayyip Erdogan after 15 years in power. The United Arab Emirates on Monday denied hacking Qatar's state news agency. Officials in Doha, however, say they believe a report implicating Abu Dhabi in the incident, which sparked a diplomatic crisis in the Gulf this May. The Washington Post reported Sunday that U.S. intelligence officials became aware last week that the UAE orchestrated the hacking of Qatari government news and social media sites, posting quotes falsely attributed to Qatar's emir. A Lithuanian accused of swindling Facebook and Google out of more than $100 million through an email fraud scheme must be extradited to the United States to stand trial, a court in Vilnius ruled on Monday. China reiterated it is firmly against any military contacts between the United States and Taiwan, after the passage of a new U.S. defense bill that could lead to American warships visiting Taiwan. "China firmly opposes any forms of official exchange and military contact between the U.S. and Taiwan," foreign ministry spokesman Lu Kang said Monday.
